Time to spank the bear?

For some times now the Russian Federation under Putin have stomped all over the states of the former USSR and tried to get them back in line again.
Or so it seems. Considering the number of dictatorial ruled nations that makes up former USSR, including Russia itself,  it's no surprise that nations like the Ukraine, Latvia and Poland are harassed by Russia.
Guess it all comes down to money, power and the urge to become a superpower once again.
What amazes me is the way the rest of the world lack the will to react in time and not wait like they did back in the thirties with Germany.
Back then the problem was that the nations lacked the will to change, today the problem is the globalisation and the fear of losing money.
When is it moraly justified to intervene with force in a conflict like Ukraine, Israel or Syria?
Do we have to wait until a genocide is committed like the ones in the Balkan war?
Is money more worth then using common sense and stopping a nation being torn apart by genocide disguised behind a religious shimmer or green greed?

What is really funny in a morbid and ironical way are leaders who:
rule their nation with a iron fist
oppressing free speech
throwing their citizens in jail for nothing
rob the people who tries to make a living
Those leaders doesn't even have the balls to admit to the world that they are dictators who doesn't give a flying f**k about thier citizens.
That would be something to watch when leaders for nations like Syria, Russia, Belarus, China, North Korea etc stand up and say that in the UN.
The spirit of Hitler and Stalin really lingers in the mind of our leaders. Question is if they remember history or wants to repeat it...
